In addition to those two systems the oldest and most tried monitoring device used in central alarm systems is the video camera.  Again strategically placing multiple cameras around the building and tying them in with the other systems is a very effective way to keep tabs on building.  With an effective team monitoring the system they can literally spot and identify trouble within seconds.  After that it is up to the design of the central alarm systems that determine the response.  Some security teams are capable of responding and dealing with the threat, others will need to wait until the police arrive.
